Grantmaking on Chemicals Policy

This is a description of grantmaking interests in chemicals policy.

Thousands of toxic chemicals are pervasive in our soil, water, air, building materials, industrial processes, and everyday products.   Significant weaknesses in current US laws have resulted in ineffective regulation, little safety data, and widespread exposures to hazardous chemicals.

Foundations and donors are investing to stop the harm being done to human and ecosystem health by toxic chemicals. 

These investments raise public awareness of risks and health impacts, encourage private sector shifts towards safer alternatives, and help catalyze policy reforms at municipal, state, federal, and international levels.

Today major industry groups, the EPA, and environmental health advocates all are calling for an overhaul of the Toxic Substances Control Act (TSCA), a 1976 statute authorizing EPA regulation of chemicals in commerce.

The political debate has shifted from whether TSCA needs reforming to what reform will look like.  Strategic challenges include achieving health-protective reform, effective long-term implementation, and tackling toxic hazards not addressed by TSCA reform.
