Program Officer, Population & Reproductive Health

- GENERAL SUMMARY:
The Program Officer will be responsible for grantmaking to international organizations in the Population and Reproductive Health field in collaboration with the Area Director. The incumbent will collaborate with three country offices -- India, Nigeria and Mexico -- in the review of grants in two major themes of the program area: prevention of maternal mortality and morbidity and promotion of the sexual and reproductive rights of young people. Will work with outside specialists; assess ongoing work in the field; help the Area Director to develop funding strategies; identify prospective grantees; prepare grant recommendations; monitor program area activities; and keep the program current on new opportunities in the population and reproductive health fields. Incumbent will also collaborate with experts in the field of public health and help craft cross-cutting projects with other areas within GSS, including human rights and migration. Will work with the Director and staff members based in Mexico, Nigeria and India along with an administrative staff in Chicago.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
1. Evaluate letters of inquiry and grant proposals, conduct background research and prepare grant recommendations for funding.
2. Apply proven expertise in program area and demonstrated experience in grantmaking or related activities.
3. Keep abreast of current events and issues.
4. Meet with prospective grantees and others of interest.
5. Conduct research projects as assigned, and/or monitor research-oriented grants.
6. Manage a caseload of active grants, able to prepare information and reports as needed.
7. Investigate innovative trends/opportunities within population, reproductive health and public health as well as within the overall GSS program with an eye to advancing cross-cutting issues.
8. May supervise other program staff in implementing grant making or in-house programs.
OTHER RESPONSIBILITIES AND DUTIES:
1. May conduct research projects as assigned.
2. May assist in design and implementation of new initiatives.
3. Perform other duties as assigned.
KNOWLEDGE, SKILLS AND EXPERIENCE:
A master’s degree required. Candidate should have 5-10 years relevant work experience. Training and experience in fields related to population, reproductive health. Significant, relevant experience in grant-making. Will also consider candidates with backgrounds in public health and development. Excellent analytical and communication skills. Capacity to work collaboratively with colleagues. Excellent command of written and spoken English is essential. Must be able to organize and convey problems/issues in written and oral format.
